Background

The United States operates under a presidential system where the President holds significant executive power. Midterm elections, occurring halfway through a presidential term, often serve as a referendum on the incumbent administration's policies and can shift the balance of power in Congress. Citizen payments and campaign rhetoric are common elements in US political strategies.
